The Ethiopian Constitution calls for the creation of a bicameral parliament, with the House of Peoples? Representatives being the highest legislative institution of the federal government while the House of Federation represents the common interests of the nations, nationalities and peoples of the states.


The House of People\\\'s Representatives (HoPR) is one of the six major democratic governance institutions supported under the Democratic Institutions Program (DIP), a four year multi-donor in support of the Plan for Accelerated and Sustainable Development to End Poverty (PASDEP) theme goal to develop . A fully operational democratic, accountable, and responsive constitutional federalism, ensuring citizens empowerment and participation.


The purpose of the DIP is to support the development of key organizations that together play a role in strengthening institutional frameworks of democratic governance in Ethiopia, viz. 1). Promoting human rights and good governance; 2). Enhancing the capacity of democratic institutions to be effective, sufficient and responsive in promoting and protecting the rights of citizens; 3). Empowering citizens to be active and effective participants in the democratic process as well as respect for the rights of others. To achieve these objectives, the DIP has identified, but is not limited to, the following key institutions as enabling partners: The National Electoral Board of Ethiopia, Ethiopian Human Rights Commission, Ethiopian Institute of the Ombudsman, Ethics and Anti-Corruption Commission, House of Peoples? Representatives, Regional State Councils, the House of Federation and Regional Council of Nationalities.


The position of technical expert is created to assist the HoPR in carrying out its constitutionally mandated activities effectively. The technical expert will particularly work closely with the speaker of the House, assist him in carrying out his responsibilities, research on relevant issues and provide him with necessary information as requested. Additionally, s/he will work with the programme coordinator of the sub programme and assist them in the execution of the activities there under.


 


1.  Functions /Key Results Expected


Summary of key functions:


Under the overall supervision of the Speaker and the National sub programme coordinator, the Technical expert will;



  • Provide technical advisory service to the Speaker of the House upon request
  • Work closely with the Sub-Programme Coordinator, and provide substantive input on programmatic issues and activities 
  • Produce research and background material upon request of the Speaker
  • Ensure the substantive quality of materials produced under the sub programme.
  • Supervise technical consultants and trainers
  • Any other assignment as assigned by the Speaker and the sub programme coordinator

2.  Deliverables


2.1. Provide technical advisory service to the Speaker of the House and high level parliamentary leadership



  • The Speaker of the House and high level parliamentary leadership assisted with analysis and advice based on the experts education in and / or extensive practical knowledge in parliaments
  • Technical advice on best practice in parliamentary procedures, functions and capacity strengthening provided 
  • Necessary research and background information provided to the Speaker and the leadership on substantive issues as requested

2.2.  Produce relevant research to assist the Speaker, High Level Parliamentary Leaders and other key members on various issues



  • Relevant research reports and articles relating to diverse parliamentary issues produced
  • Assistance given in establishment of new approaches to ensuring systematic sharing of lessons learned across parliamentary bodies and departments ensured

2.3.  Provide substantive input on programmatic issues and activities relating to the DIP Sub programme



  • Technical guidance, analysis , implementation and support to the sub programme team staff/advisors provided
    Substantive quality of material produced under the sub programme ensured
  • Recommendations to address challenges as well as an action plan that includes methodology, resources required and prioritization in line with the sub programme document prepared in close collaboration with the national sub programme coordinator
  • The HoPR supported in the delivery of all areas of sub programme, in particular, strengthened assistance to the Office of the Speaker, Secretariat of the Sub programme?

2.4.  Supervise technical consultants and trainers



  • High quality, timely and effective researches and trainings delivered by consultants and in-house or external trainers 
  • Building partnerships with research and other sources of technical expertise to assist the HoPR
     Consultations conducted? with all relevant actors to consolidate lessons learned and sharing of best practices

3.  Impact of Results


The key results have an impact on HoPR?s ability to realize the strategic objectives of the sub programme and to successfully carry out its annual work plans under the support of the DIP CU.

Education:



  • Masters degree or graduate level training in Social Science , law or related fields 
     

Experience



  • A minimum of ten years of proven experience in parliamentary affairs and processes
  • Knowledge and understanding of project management, and financial and narrative reporting

Language Requirements



  •  Fluency in English is required. Knowledge of Amharic is an asset
