INTRODUCTION The Specialist will be responsible for providing technical advisory services at the sectoral or programme level in the field of labour statistics and economics (labour market information).
The Specialist will provide advice and technical support on operational projects, including project formulation, backstopping and evaluation.
Specially, the Specialist will promote the development and use of labour statistics and labour market information consistent with ILO\'s mandate, especially the decent work agenda, and covering all economic sectors (formal and informal, public and private) and rural and urban areas. The Specialist will assist constituents in developing; implementing and monitoring appropriate social and economic policies, programmes and projects at the sectoral, national, sub-regional and regional levels.
Under the supervision of the Director of the Sub-Regional Office (SRO) and in close coordination with the Directors of the ILO Offices in the sub-region, the Specialist will be called on to participate in or lead country missions to provide technical support in the field of labour statistics, in establishing or updating national systems for labour statistics, as well as advising on the use of such data. The Specialist will work closely with the Bureau of Statistics (STAT) as her/his technical supervising department at ILO Headquarters.
In addition, the Specialist may be required (a) to perform advisory duties in a second technical area of the ILO within her/his field of competence; and to the extent possible (b) to provide similar services to other SROs where expertise in labour statistics and labour market information does not exist.

Description of duties: Generic Duties
1. Responsible for the development of a work programme in a selected field of labour statistics and other related topics. Initiate, coordinate and ensure the collection, evaluation, processing and dissemination of statistical data. Develop appropriate methods; plan surveys and other statistical inquiries for obtaining the relevant data. Supervise and coordinate establishment of databases.
2. Ensure the quality of collected data for accuracy, consistency and comparability.
3. Develop new and revise existing statistical methods and quantitative models for analyses and estimates.
4. Make proposals for the development and revision of international standards on statistical concepts, definitions, classifications and methods and write manuals to assist countries and other constituents in their statistical development while ensuring international comparability.
5. Provide administrative and technical backstopping, guidance and advice to other ILO technical departments; field experts and constituents of the Organisation in the planning, operation and evaluation of statistical programme.
6. Organise seminars, workshops, training sessions, expert meetings etc. within and outside the Organisation. Represent the Organisation at various meetings. Prepare relevant reports.
Specific Duties
1. Participate in high-level missions in the countries in the sub-region with the delegated authority to represent and speak on behalf of the organisation at policy making levels and in conferences and meetings concerned with strategies, policies or programmes in the field of labour statistics and labour market information; maintain close relations with governments, employers\' and workers\' organisations, national statistical offices and other relevant national, sub-regional or regional institutions to ensure, among others, full coordination and to avoid duplication of efforts.
2. Provide technical advice to constituents on the development, design, implementation and evaluation of programmes for labour statistics systems and labour market information systems, including programming for the compilation, analysis and dissemination of labour statistics and labour market information, for the establishment/strengthening of relevant institutions and for the improvement of national capacity in these areas.
3. Provide technical advisory services, including training, to constituents on: a) identification of relevant data; development of questionnaires; use of concepts, definitions, classification and data collection methodology in accordance with international standards; b) analysis and interpretation of labour statistics and labour market; and c) development, design, implementation, monitoring and evaluation of relevant technical cooperation projects and provide their technical backstopping.
4. Assess the status of labour statistics and labour market information in the sub-region as a whole and in individual counties, with special reference to developing strategies, policies or programmes to promote collaboration and coordination between central statistical authorities and the major users and producers of labour statistics and labour market information, and between various national and international statistical authorities.
5. Develop and maintain close contacts with national and sub-regional representatives of the donor community, of international financial institutions and other development agencies, monitor the evolution of their policies and procedures; participate in joint missions and promote ILO policy objectives in national and international fora.
6. Plan, organise and lead national and sub-national meetings, workshops and training programmes on the development and strengthening of labour statistics and labour market information systems, and where necessary participate in such meetings, workshops and training programmes organized by other ILO units.
7. Guide and assist other Specialists in the Sub-Regional Office in the interpretation and analysis of quantitative data.

Required Qualifications |
Education Advanced university degree in the field of statistics or mathematics: or in economics or other related disciplines with statistics as secondary subject. Knowledge of information technology as it applies to statistical work is essential. |
Experience At least eight years of professional experience in labour statistics and labour market information, of which at least five years were at the international level. |
Languages Excellent command of English and working knowledge of French. |
Competencies Job specific competences include: Ability to operate effectively in a multi-disciplinary team. Capacity to provide technical advice in labour statistics and labour market information as well as the following:
- Ability to conceptualise and design research techniques and analyse complex cross-national practices and data sets covering a wide range of issues in labour statistics and labour market information; to synthesize research and reach empirically based conclusions on related subjects;
- To provide seasoned advice on best practices, to address broader issues outside the field of specialization: formulate new concepts and methodologies: develop training materials, alternative courses of action, project proposals, policy, procedural matters and present them at high-level meetings;
- To prepare ILO strategy reports in labour statistics and labour market information for programme development; to use analytical tools and qualitative and quantitative techniques;
- Ability to prepare reports and publications of a high quality, technically sound with conclusions leading to an action plan and programme development and ability to provide credible implementation advice to senior specialists in carrying out research, project formulation and implementation; design and synthesize strategies for programme development in member states; produce reports (e.g. reports for regional conferences and ILC, technical publications, training manuals and draft resolutions) and evaluate and monitor technical cooperation activities and projects, experience in organizing and conduction seminars or workshops;
- Capability to guide and co-ordinate the work of external collaborators, general service staff or young professionals; demonstrated and recognized technical and/or managerial leadership in carrying out the objectives and policies of the multi-disciplinary team; to provide policy advice and the ability to manage large projects to coordinate activities among projects; to carry out assignments in accordance with instructions and guidelines;
- Excellent communication skills, both written and verbal. Ability to conduct discussions and negotiate labour statistics and labour market information matters with government, employers\' and workers\' organisations, non-governmental organisations, UNDP, development banks and with other agencies as well as top-level professionals in related fields;

Recruitment is made at the initial step in the grade. Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.
While the successful candidate will be initially working in Addis Ababa he/she may be assigned to any duty station designated by the Director-General of the ILO. |
